3. Make a new layer on the document without remove the background layer tag and without unlock it...
4. Brush the Area where you want to apply the effect on the new layer, choose the direction and intensity and click in play...

Be careful with the size of the image and the resolution. But don’t be alarmed, the eff ect goes well in images higher than 3000px with the resolution between 72dpi and 300dpi.
Just avoid images very small and you be safe.

The Layers

There’s no need to rename the New Layer when you will brush. But is necessary keep the background layer intact. However if you lost or change it by mistake, don’t be alarmed, just go in Layers > New > Layer from Background...
